Curriculum development is a crucial aspect of education that requires a balance between clear objectives, learning relevance, and adaptability to change. This study aims to examine and integrate objectives-based, learner- and context-based, and flexible and collaborative curriculum development models into a comprehensive conceptual framework. The study employed a qualitative approach using library research by analyzing academic books, journal articles, and relevant research documents. The findings reveal that the objectives-based model provides systematic direction and measurable outcomes in curriculum development, while learner- and context-based models enhance curriculum relevance by aligning learning experiences with students’ needs and educational environments. Flexible and collaborative models, meanwhile, strengthen curriculum adaptability through stakeholder participation and continuous improvement. The study proposes an integrative framework that combines educational objectives, learner needs analysis, contextual analysis, collaboration, and ongoing curriculum refinement. This framework offers a more adaptive and responsive approach to addressing the challenges of contemporary education.
